Jan 1998 to June 2005: Chief Executive Dublin Docklands Development Authority
Prior to his consultancy work Peter Coyne was the first Chief Executive of the Dublin Docklands Development Authority. He took office in January 1998 and saw the 520 hectare Docklands Project through it’s first seven and a half years. During that time Peter Coyne led his multi-disciplinary team in driving forward holistic urban regeneration over the docklands area, undertaking strategic and area master planning, land acquisition and de-contamination, mixed use property development, area environmental & infrastructural development and comprehensive social regeneration with specific emphasis on education. The self-financing Development Authority operates planning (exemption) powers over 98 hectares of Planning Scheme Areas in the central waterfront area of the Docklands and acts as a physical and social regeneration intervention authority across the wider area.

Key experiences - Dublin Docklands Development Authority 1998-2005:
Secured requisite legislative changes for extension of Authority’s planning exemption powers to south Docklands.
Following comprehensive public and stakeholder consultation, secured mixed use planning exemption (Planning Schemes) over 30ha (Grand Canal Docks) and 32ha (North Lotts).
Implemented the second phase of the International Financial Services Centre providing 180,000m2 of mixed use development (800 apartments, 85,000m2 offices, 4* Hotel, National College of Ireland/student residences and some 30 shops /bars/ restaurants), including seven joint venture development projects.
Transformed the derelict and heavily contaminated 10ha gas site at Pearce Street into the hugely successful 250,000m2 Grand Canal Harbour development of 80,000m2 offices, 1,200 apartments, 10,000m2 retail/bars/restaurants together with a 2,200 seat theatre and a (150 bedroom) 5* hotel.
Established and operated a development levy system to finance area infrastructure and amenity (light rail, parks, roads, sewers, etc).
Established a rationale and methodology for provision of social/affordable housing in development schemes for adoption in legislation and extensive application through Docklands.
Developed and implemented a programme of education interventions through 22 schools in and around Docklands which increased pupil self-esteem, aspiration, retention, and attainment.
Presenting at international regeneration conferences and expert workshops in Glasgow, Amsterdam, London, Rotterdam, Niagara, Riga and Naples.
April 1992 to December 1997: Regional Director (South), British Waterways
Between 1992 and 1998 Peter Coyne was the Regional Director (South), British Waterways. In this role he was responsible for the business re-structuring of the organisation for improved efficiency and effectiveness in engineering and leisure management, and the commercial exploitation of the property assets, particularly in London and in London’s Docklands.
